Liu macrosheet theory 太平再保险刘世宏:由市场跟随者向牵头者转变   本报记者李致鸿、赵萍北京报道   2月18日,由太平再保险有限公司(下称“太平再”)北京分公司成功实现“分改子”,改建而来的太平再保险(中国)有限公司【下称“太平再(中国)”】正式开业,成为境内第二家具有再保险独立法人牌照的中资再保险公司,我国保险市场上长期仅有一家中资再保险独立法人的现状也随即被打破。   当日,太平再副董事长、行政总裁刘世宏在京接受了21世纪经济报道记者的专访。太平再(中国)的开业,也是我国唯一一家总部设在香港的中管金融保险集团――中国太平保险集团(下称“太平集团”)再保业务板块回归内地市场的重要布局。近年来,集团整体发展迅速。   对于由太平再北京分公司改建而成的太平再(中国),刘世宏用“母与子”来形容二者之间的关系。“‘分改子’相当于孩子结婚,独立成家,初期时太平再香港母公司必须支持,集团及其他兄弟公司也将给予协助,通过大家在长期经营中形成的优势,在资金、产品研发、承保技术、风险管理技术、信息技术和人才方面提供强有力支持,从而推动太平再(中国)在技术、产品和服务上的创新,最终实现从跟随者逐步转变为市场牵头人的目标。”   “太平再(中国)将在保持持续盈利的前提下,加快实现由市场跟随公司向市场牵头公司转变,由传统单一性业务向综合多元化业务转变,由提供资本和承保能力的传统服务商向提供资本管理、风险管理的综合服务商转变,使太平再(中国)成为太平集团做强再保板块的主要支柱。”在专访的最后,刘世宏表达了对太平再(中国)的期许。   开拓特殊领域临分业务   刘世宏并不避讳太平再(中国)特有的“传承”。“太平再北京分公司转为境内再保子公司后,独立法人的产权和管理构架将更加清晰,管理举措和业务策略更能切合内地实际情况,有利于扩展内地再保业务。不仅如此,太平再北京分公司自2008年成立以来,已经积累了一定的客户资源,建立了稳定的人才队伍,这为太平再(中国)日后的发展打下了较好基础。”   刘世宏以巨灾和农业保险举例。“2015年,当时的太平再北分参与深圳巨灾救助保险,承保份额有所提高,为深度参与巨灾保险做出了尝试。2015年12月,经中国农共体正式同意,太平再北分成为其观察员单位,期满一年后,可望成为农共体正式成员,为进一步开拓农业保险及相关业务打下基础。”   当然,太平再(中国)自身也要有所作为。刘世宏表示,太平再(中国)将在产品、技术和服务方面进行创新。“在技术、产品上,合约业务要实现突破发展,必须转变角色定位,从跟随者逐步转变为市场牵头人,根据分出公司的需求设计再保合约,牵头一定份额的承保能力,提高市场话语权和影响力。临分业务属于较主动的性质,再保人可有识辨、判断和决定参与风险份额和放弃参与的选择。进一步开拓特殊领域临分业务,‘一带一路’相关工程保险,地铁、高铁、高速公路、水利电力等重大工程保险,国家战略储备财产保险,商业楼宇财产保险,高价车保险,地方巨灾保险,航空航天保险,首台(套)责任保险等。”   “采取直接从分出公司获取业务为主、经纪人渠道为辅的方式,并积极利用集团内部跨境协同能力,加强与兄弟公司合作,共同开发客户,同时发挥集团资源优势,挖掘集团总对总大客户开拓可能带来的相关再保业务机遇。”刘世宏表示。   偿二代下再保的机遇和挑战   对于目前内地再保市场的格局,刘世宏表示,“一部分在中再,另外一部分在慕再、瑞再、太平再等其他境内再保险公司,还有一部分则流向海外市场。”   而2016年1月1日正式实施的“偿二代”(中国第二代偿付能力监管制度体系)则有可能令内地再保市场的现有格局生变。因为偿二代对再保险公司强化管理,如提高再保交易信用风险的要求,根据不同层级设定不同风险因子的资本要求等。   在刘世宏眼中,这其中“机遇与挑战并存”。“一些海外再保险公司以前不用注资便能开展业务的情况将不复存在,不得不充实在内地分支机构的运营资本,将与业务量对应的资本金放置境内,以满足偿二代的要求,这使其开展业务的成本将大幅提升。”   同时偿二代规定,对于境内再保险分入人的综合偿付能力充足率若达到100%以上,风险系数取值区间为0.5%-4.7%,而对于境外再保险分入人的偿付能力水平即使各级偿付能力充足率全部达到监管要求,也要区分有无担保措施,对于无担保措施的部分风险系数取值为58.8%,有担保措施部分的风险系数取值为8.7%。   因此,刘世宏认为,“这使得位于内地的再保险公司更有利于开展业务,比如中再、太平再等。而一些未在内地设立分支机构的国外再保险公司,必须尽快申请内地再保业务的牌照。”   不过,这也导致内地资本对于申请再保业务牌照“趋之若鹜”。   对此,刘世宏称,“保险业新‘国十条’的发布,以及偿二代的实施为内地再保法人提供了发展机遇,保险公司扩展新的业务和地区令再保需求增加,资本通过新设、并购方式涌入再保市场,将使再保行业竞争加剧,蚕食传统业务的盈利空间,但成熟的直保公司也会选择成熟的再保险公司进行合作,而且再保业务的合作是长期而非短期,客户和市场相对稳定。在偿二代下,再保险公司会根据相关标准更加慎重地选择直保公司。”   刘世宏进一步说道,“其实,内地无论是直保公司还是再保险公司都以效益为先,最大程度争取利润,但在业务上一定要有选择,要有底线思维,进行风险管理,不能一味为了获取业务而降低费率,导致恶性竞争。”   进入【新浪财经股吧】讨论相关的主题文章:
